Brief for SHAP 2006 - 2007
The SHAP 2005 - 2006 programme concluded with the successful “Meeting the Challenge of Climate Change through Planning and Development” workshop in February 2006 which identified both best practice and barriers to the implementation of Sustainable Energy Best Practice.
The outcomes from the workshop were developed into an action plan which has been carried forward to the 2006-2007 programme. The key actions include:

The identification of additional examples of Best Practice in Sustainable Energy Technology in Housing to supplement the Best Practice identified and showcased in Phase One

In coordination with the Dissemination of the Nottingham Declaration on Climate Change, communicating and disseminating best practice from both SHAP Programmes to all local authorities.

Communicating and disseminating best practice from both SHAP Programmes to private developers and to strategic housing authorities.

Engaging with Housing Market Renewal Pathfinder areas in the region to explore how sustainable energy and climate change mitigation and adaptation can be embedded into housing programmes during 2006-2007 as well as future decision-making practices.

Developing ‘model’ planning policy statement(s) and Supplementary Planning Guidance frameworks that can be adapted for use by all local planning authorities in the West Midlands.

Providing tools/ resources that will help local planning authorities ‘sustainability proof’ their Local Development Frameworks and ‘future proof’ planning policies against predicted climate change.

Through use of Sustainability Checklist and model planning policies, assisting local authorities in adopting a consistent approach to sustainable energy and climate change in the region.

Organising Workshops to promote Best Practice including the best use of existing planning powers and legislative frameworks.

Encouraging local authorities to work together to share understanding of planning policies and of Best Practice.
