DEPA IS NOW HAPPENING!The UK based District Energy Procurement Agency, the UK sister organisation of the Swedish VÄRMEK, is moving from vision to operations. The required approvals are in place and the financial support provided by DECC to support its development, as previously announced, can be released. DEPA is a OJEU compliant procurement organization for products and services related to district energy. As is the case of VÄRMEK, it is based on a non-profit co-operative model, jointly owned and managed by local authorities involved in district energy in the UK. DEPA will be completely unbiased in terms selection of suppliers. Similarly to VÄRMEK, suppliers will be selected in accordance with a strictly formal process evaluating all offers in terms of performance, life cycle costing and quality of products and services offered. The selection process will also include elements such as sustainability, CSR and identifying solutions extending the economic life time of systems. To date some 40 local authorities have formally expressed their support for the initiative. The number is expected to grow rapidly as DEPA moves from theory into practice. Our priority now is to establish the formal structure and to recruit a team to manage the daily operations of DEPA. This workshop is to inform all key stakeholders in the market on status, objectives and plans of DEPA, i.e., local authorities, suppliers of products and services and relevant political institutions in the UK and abroad. We are inviting all Local Authorities having signed up for DEPA and also technology and services providers currently active in the UK market. At the workshop we also aim to provide delegates with an opportunity to get an insight in the rapidly growing UK district energy market and to meet existing and potential customers and partners in the UK.
