With Simpler Recycling reforms approaching, WRAP is looking at ways of improving data about Non-Household Municipal (NHM) Waste. They would like to share their insights into the required changes during a discussion group, running the week of 18 March.
In October 2023, the Department for Environment, Food and Rural Affairs (DEFRA) announced its plans for Simpler Recycling policy reform for England. These reforms mean all households, businesses and other non-household premises will see separate, weekly food waste collections, alongside a standardised list of recyclable materials that all waste collectors must collect.
Non-household municipal premises, will be required to arrange for the collection of:
- The dry recyclable waste streams (excluding plastic films) by 31 March 2025. Micro-firms must comply by 31 March 2027.
- Recyclable plastic film to be collected by 31 March 2027.
- Separate food waste collections by 31 March 2025.

Why is it important to understand the NHM waste data?
Understanding the NHM waste market is necessary to:
- Identify support needs for businesses.
- Enable the calculation of business cost burden.
- Support EPR cost calculations at national and site level.
- Estimate business participation rate to help understand packaging capture now and in the future.
- Understand compliance with the reforms and potential supports.
