Warwick District Council received partial funding from the Department for Business, Energy and Industrial Strategy (BEIS) to commission two feasibility studies to assess the technical and economical viability of two district heating networks in Leamington Spa Town Centre and the Myton area of Warwick, following the heat mapping and energy master planning study carried out on behalf of the council during 2017. SWM were commissioned by the council to oversee the procurement process and to monitor and evaluate the work of the technical consultants.Aims of the project
SWM were responsible for supporting the council to:- Develop the tender documents and oversee the procurement process for the technical specialist to deliver the district network heating feasibility studies
- Coordinate all meetings with the council and technical specialist
- Manage the technical specialist to ensure the studies were delivered on time and within costs and quality constraints
- Oversee internal and external stakeholder management and consultation
- Report on progress to BEIS
- Ensure that all outputs were of a high standard and easily accessible
Results and achievements
The Leamington study evaluated the connectivity of 35 buildings across the town centre; this list was gradually reduced to nine buildings, including the Justice Centre, Spa Centre, Temperate House and Pump Rooms. The Myton study evaluated a scheme comprising nine existing and new buildings, including the new football stadium, National Grid, several schools and Gallows Hill development. A comprehensive technical and financial evaluation was conducted, evaluating the potential energy centre options and pipework routes for both schemes, together with consultation from the principal stakeholders. The full study revealed that heat networks across both Myton and Leamington are commercially and technically viable, however there is currently only sufficient appetite amongst local stakeholders to progress the Leamington scheme.“We commissioned SWM to work with us as a result of their demonstrated experience in project management.
